The Circle of Initiates is the name given to a selected group of humans trained by the Hasvativa during their exploration of Earth.

History

The Klaatian Scientists

After its discovery by Tsakatoshitak, Earth became a Protected System under the Treaty of Shaterach, automatically ceding the solar system to the Klaatian Alliance. Soon, the Klaatian Alliance send a detachment of troops to guarantee the protected state of the system, along with scientists from all over the Sum of Living Space to study the newly discovered Tsakativa.
The High Council of Klaat had another vision for the Tsaktiva: to teach them and to finally raise them into the ranks of the Klaatian Alliance as a third balancing power. Klaatian administration aesthetics saw man as an embodiment of the principle of balance - a middle path between the Kodran and the Hasvativa.

The Circle of the Initiates is formed

Hasvativa scientists visited the planet and mapped the gene pool of humanity. Having understood human genetic code after decades of research, they began to look for favorable traits and scoured regions suffering from pandemnics and war to recover infant survivors. They set up their terran headquarter within desert regions of Earth, out of reasons of personal preference and relative seclusion.
After they had sucessfully nursed several generations, the humans, now called Initiates, helped the effort, sometimes by even going into villages and bargaining for children. The Initiates also became and observatory seat within the High Council of Klaat that allowed them to be a voice for their people.

The Development of Mankind

The Circle of the Initiates had some minor influence on the development of humanity, but mostly, the Hasvativa followed a policy of non-intervention. In the end, the Circle of Initiates became tied up in Klaatian politics, fighting back the desire of the Great Cooperatives to "at least" exploit the ressources of the asteroid belt and outer planets. The numbers of the Initiates reached about 20.000 people. Now further reproduction was controlled by delicate breeding plans, and the Initiates enjoyed Longevity due to Hasvativa medicine.

The Great Breakdown

At 28 CE, the Great Breakdown plunged the Sum of Living Space into pure chaos. The last Primary Protektor of Terra, Velaates, left Terra like most of the Hasvativa, while the Initiates within the Klaatian Systems managed to escape to Earth due to the help of Latinas, who then joined them at Earth, where he died several decades later. Hearing their reports from immense turmoil and the loss of all stability and order, the Initiates decided to stay within their system. They took over most of the Hasvativa surveillance and weapons installations at space, especially the Multi Purpose Guns built provided by the Klaatian Alliance to guard Earth from intruders or dangerous asteroids. For the next years to come, the Initiates were on constant guard, fearing for marauders to enter their system and wreak havoc. Finally, they decided that most likely the Hasvativa civilization had fallen beyond recovery.

The Framework Agreement

The Initiates met for a central summit and discussed the future of humanity. Two main rival factions dominated their politics, the Interventionalists and the Isolationists; the first wanting to aggressively teach and guide mankind, while the second voted wanted to only safeguard the undisturbed development of humanity. The Tsakat Framework Agreement brought consent about the fact that it was best to follow one consistent policy. The Inner Circle was formed as the administrative body of all Initiates, with the Framework Agreement as a constitution that allowed every mature Initiate to vote representatives.
For most of the times, the Isolationists dominated the policy of the Initiates in coalition with minor parties.

Relocation into Space

In the next centuries, the Initiated moved further away from Earth, first to the moon, then to Mars until they finally had their headquarter at the Transpluto Station beyond the orbit of Pluto, accompanied by several outposts within the oceans of Earth and the entire system. Their numbers grew to approximately 600.000 individuals.
Around 1000 CE, they began to send out probes into outer space to learn more about the fate of the Hasvativa. They found no traces of any civilization left. Slowly, a new party of Spatial Colonists evolved, suggesting to leave the solar system in order to seek out a destiny on its own. However, the Initiates felt themselves bound to the Tsakat Framework Agreement that set as their goal to protect Earth; and with the most of the Initiates being followers of Haturatism, it was the common attitude that leaving the manageable environment of Sol would only lead to the inevitable: growth, dissent, war, suffering.

The 20th Century

Faced with the 20th century, the Interventionalists grew in strength. On the one hand they placed great hopes in Communism, as it resembled their own economic structure. Others turned to National Socialism, because of the eugenic principles proposed by Hitler. During this time, agents of the Initiates influenced both sides, but realized soon enough that they could not handle either. They broke of their attempts after some of their own got killed by their own ideologies. During their activities, they began that another organization was active on Earth.
The end of World War 2 and the first successful deployment gave the interventionalists some weight, but due to the previous debacle, they had not enough power, so the Initiates watched as both superpowers began to arm themselves. Only the Cuba Crisis shook the Initiates awake, so they began again to interfere more strongly with terran matters. By this time, they already had a standing network of agents on Earth, supported by the "Outer Circle", humans that unknowingly served the interests of the Initiated.
At the end of the 20th century, they began to focus on how to solve the looming energy crisis of humanity.

The Establishment of the Omninet and the Nestrim

Within the first quarter of the 21st century, Earth became more and more unstable, and the Interventionalists urged to intervene much more. The chance came when the Internet was replaced by the Omninet, a network based on digital certificates supposed to be secure from identity fraud. The Initates had gathered enough evidence to assume that this network had been created by a secret group to allow perfect control over all distribution channels and all modern forms of telecommunication as well as data storage. The Initiates decided to take over the key points of the network and successfully seized control over the hierarchy. They found evidence that a group of religious fundamentalists created the network, the so-called Nestrim. With Omninet under their control, the Initiated used backdoors in the encryption standard and media control to expose corrupt politicians and to slowly ruin or transform whatever they did not see fit. Under their rule, the situation on Earth greatly improved. Having delicate control over vast resources, they began to establish the energy infrastructure needed to support the transition to the post-oil-age. As they used their superior knowledge, major scientific breakthroughs on the fields of energy and medicine were achieved, that further allowed the Initiates to gain more power by marketing their technologies.

The Destruction of Washington

In 2041, the future looked much brighter than ever before, when out of the sudden a nuclear explosion ripped apart the capital of the USA during the inauguration of the new US president. The EMP blast of the nuclear explosion rendered the Omninet useless within seconds, disabling the whole hierarchy. By the time the network was restored, it was to late to use it to regain control. Total chaos ensued. The Initiated successfully traced back the source of the attack to a remaining cell of the Nestrim and captured their leader, Elijah Roman.
Meanwhile the military took power over the US, determined to find and punish whoever had been responsible for the attack. Earth fell into a state of mistrust as armies all over the world mobilized.
By this time, the Initiated decided to reveal their identity. They demanded superior sovereignty over earth and punished whoever dared to raise arms against them or other nations.

Betrayal and Exile

The US military government complied to the demands of the Initiated. However, the Commander-in-Chief, General Walker, betrayed the Initiates and used their own weapons against them. The Initiated became seperated, as some of them, mostly Interventionalists, remained on Earth and became the Remnants. Walker proclaimed to be the head of the World Government.
Out of reach for the World Government, the Initiates finally decided not to make any attemt to reconquer Earth, as they saw their numbers to be far too limited to have a realistic chance to conquer and garrison the planet without resorting to carnage. Instead, the Spatial Colonists stood up with their claim to leave the solar system. 2044 they used their Colonial Ships to leave the solar systems towards Haresha and formed the Haresha Government there.
